Is this really how the filter is positioned? Right down low in the “suck up huge amounts of water” zone of the wheel well?

Yes in the position mostly protected by the liner. It’s much higher from the ground than it seems. I’ve driven this intake set up for about 55k miles.

probably has a bypass further up, my civic did when the filter was down in the suck up tons of water location
